Assunto:  Dear Mayor...
 
Mensagem:  I need to send a short note to a mayor in Brazil.  I know her name.

How do I start the note?  ("Dear Mayor Pereira")
What do I call her in the note?  (a doutora, a senhora, what?)
And how do I end the note?  (Probably not a good idea to end it with "Beijos".  LOL)
