Yes, it means a range, you can redo the particle "kids as far as 15" into "...kids up till (and including) the age of 15.", which in Portuguese would be "até a idade de 15" (implicit that including 15 itself). Or "reaching" the age of 15 (in Portuguese with the nuance of "chegando aos 15/tão cedo quanto 15 anos" etc. In English "earlier than 15" is also a synonym to "up till" which in turn stands for "as far as", that is it´s implicit in Portuguese that "de menos de 15 anos/chegando até os 15 anos, mais cedo que 15 anos até, etc" could translate this. As far as - here, it´s more of a language device to convey surprise (emotion) or a degree of it. To add emphasis to the thing. As you see translating and knowing 'nuances', subtetlies and emotive degrees from one language to the other is a bit puzzling to the new learner (including me and myself, he hee hee).
