Dash = dashboard = painel de instrumentos

I believe what they are talking about is what appears on the car dash(board).  This would be the fuel status, speedometer, if the lights are on (and if they are high beams or low beams), etc.

Dashboard, I believe, is also used to describe what appears on a computer screen (I am referring to applications).

It is a big help when you give context.
